The Income Maintenance Supervisor role provides supervision of staff in assigned program areas. This position ensures that quality services focusing on the health and safety of clients in compliance with policy and statute.

This position is responsible to administer and coordinate the Minnesota Health Care Programs. This position ensures that Public Assistance is provided to meet basic needs so Sherburne County residents can live in dignity and achieve their highest potential within compliance to current rules, regulations, and policies.   

Hiring range: $81,556.80 to $97,884.80. Starting rate will depend on experience, education, and qualifications.

  • Implement and adhere to policy and union contract agreements in matters affecting employee’s job behavior and performance.
  • Coordinate and write policy and procedures for unit staff and the related support services.
  • Review appeals and r epresent Agency in Appeal Hearings or Fraud Administration Disqualification Hearings.
  • Interview clients with special problems or complaints and take appropriate action.
  • Participate in any union contract or affirmative action grievances or appeals by employees directly supervised.
  • Attend and represent organization on various public, state, and county meetings to provide and gather information which may impact administrative operations for Income Maintenance.
  • Act as a contact for funeral directors, make determinations regarding eligibility and authorize payment for County assisted burials.
  • Work with designated Manager to coordinate service delivery and planning.
  • Assist in developing request for proposals, purchase of service contracts, grant applications, and specialty assignments from the designated Manager or Director.
  • Serve as an agency representative on community committees/task forces as identified by the designated Manager or Director.
  • Ongoing monitoring of outcome measures.
  • Follow Agency Policy, Rules, and Statutes.
  • Assist designated Manager in implementing contracts with outside organizations as needed.
  • Review policy, bulletins, and directives; develop, coordinate, implement, and monitor to assure outcome.
  • Assure programs meet audit and DHS compliance standards at acceptable levels.
  • Assure oversight for all program areas assigned.
  • Monitor unit reporting activities; analyze trends and work to resolve identified issues.
  • Provide budget and service information to the designated Manager for budget preparations and planning purposes.
  • Monitor spending activities to budgets as assigned; analyze trends and work to resolve issues.
  • Prepare periodic reports on budgets; some independently and others within a work team, for the designated Manager and Federal and State agencies to document compliance and provide data.
  • Comply with reporting requirements for all funding streams.
  • Meet with the designated Manager, keeping them informed of activities, events, and policies within the unit.
  • Communicate results of data searches, proposed plans, personnel issues, significant liability issues, etc.
  • Implement and carry out assignments from the designated Manager.
  • Attend training as it relates to position, populations served, or other identified needs.
  • Provide and participate in positive community relations, training, and planning.
  • Develop community committees and councils as assigned by the designated Manager.
  • Assist community organizations in program development related to Health and Human Services.
  • Provide local media with information as needed in consultation with the designated Manager.
  • Work with department management team to coordinate service delivery and planning.
  • Provide leadership to promote harmony within the workplace.
  • Maintain working knowledge of Agency programs specific to assigned program areas to ensure appropriate support for all functions within the Unit. 
  • Program system knowledge which may include:
    • CURAM/METS (Minnesota Eligibility Technology System)
    • MAXIS (MAXIS is the name of the computer system used by state and county workers to determine eligibility for public assistance and health care)
    • MMIS (Medicaid Management Information System)
    • PRISM (Providing Resources to Improve Support in Minnesota)
  • Other duties as assigned per the designated Manager or Director. 

 

Minimum Qualifications

Education: Bachelor's degree in Human Services or closely related field. Or relevant education plus work experience. 

Experience:  2 years of directly related work experience as an Income Maintenance Lead or Supervisor in a county setting.
 
Desirable qualifications include: A Bachelor's degree in Human Services or closely related field or at least 2 years of experience in a leadership position in Income Maintenance. Knowledge of management, leadership and public relation principles and techniques. Knowledge and understanding of Minnesota Health Care programs, policies and procedures.

Hiring Salary Range
$39.21 – $47.06/hour

Hours of Work
This position has a usual work schedule of 8:00 a.m. to 4:30 p.m., Monday through Friday; may include occasional evening and weekend hours.
