Kwik Trip is one step closer to opening its first location in Elk River.
Java Elk River Retail LLC purchased Fox Haven parcels from the Elk River Economic Development Authority in late 2024, intending to hold the properties until Kwik Trip completed its due diligence and was ready to take possession of the properties for its gas station and convenience store.
To ensure full compliance with the purchase agreement and state statute governing EDA property, Java requested the EDA consent to its sale of the property to Kwik Trip.
Staff will provide a letter to Java verifying the board’s action on March 17.
In addition to the EDA March 17 vote, the Elk River City Council was asked to vacate a drainage and utility easements subject to the condition that the lot combination is recorded prior to the vacation resolution.
The council approved the action after hearing from an Elk River resident who lives near the property and expressed concerns over drainage.
A representative from the convenience store company was in attendance, and responded to the man’s concerns. The council asked him to schedule a meeting with city staff.
Kwik Trip made the vacation request to facilitate the combination of the two lots at 13530 and 13566 185th Avenue within the Fox Haven Commercial plat, which is located next to Westbound Liquor.
Staff stated in council documents they have no concern regarding the requested easement vacation, as its removal presents no public benefit concerns and supports lot combination and development of the site. Kwik Trip reportedly intends to open a gas station and convenience store at this site in 2026.
