Join Mayor Dietz, Governor Dayton, and the Elk River Yellow Ribbon Steering Committee as they celebrate and officially proclaim the City of Elk River as a Yellow Ribbon city!
The event will take place before the Riverfront Concert by the Belfast Cowboys at River's Edge Commons Park.
